There are currently 22 national chapters of AFSTRAG, 17 of which are within Africa. The more members and more chapters AFSTRAG has the more effective this institution can be.
The requirements and responsibilities for establishing a national chapter are laid out below.

Requirements for the establishment of a National Chapter









Section 12 of the Memorandum of Understanding (MOU) covers the requirements for the establishment of an AFSTRAG National Chapter. Essentially a minimum of ten members are required. Details for membership can be found under how to join us.

All members in that country must have applied for registration of their Chapter and have been so registered by AFSTRAG International on approval by the General Assembly on recommendation of the International Management Board.

Furthermore it is possible for National chapters to form their own bye laws providing they are not in contravention with the MOU of AFSTRAG International. Bye laws must be forwarded to the International secretariat of AFSTRAG in Lagos.









Responsibilities for the establishment of a National Chapter









Part c of Section 12 in the MOU covers the responsibilities of AFSTRAG National Chapters. It states the following;

1.       The responsibilities of the National Chapter include the promotion of multi-track dialogue in all areas of human security at national level with a view to providing concerned parties a platform for discussion in order to recommend action-oriented short and long-term policies for implementation by the national government. This platform is a forum for discreet, non-publicized roundtable of intensive discussions of fundamental issues by policy-makers, practitioners, diplomats (active and retired), military (active and retired), public servants (active and retired), professionals (active and retired) and NGO workers. Efforts must be made to have a minimum of 40% female membership and this must also be reflected at the decision-making level.

2.       The discussions shall lead to publication of policy newsletters that are disseminated within and outside the country apart from policy briefings of the national civil society institution and government ministers and officials if and when requested.

3.       The National Chapter shall also provide policy analysis and recommendations on the national economic and foreign policies in order to create awareness in the civil society and encourage civil society participation in economic and foreign policy formulation, decision-making and activation process. The Chapter can provide in-depth analysis for the internal mass media, civil society organisations and national parliaments.

4.       National Chapters shall also analyze multi-lateral institutions and processes as they influence global processes of change with a view to understanding the impact on their own country, their sub-regions and on Africa.

5.       Finally, National Chapters shall analyze factors and issues that create obstacles or advance sub-regional cooperation and collaboration on human security, including sustainable economic, urban and rural development in the sub-region.

6.       Some of the above activities, especially the last two objectives, have to be carried out with other national chapters in the sub-region. This necessitates sub-regional roundtables, action-oriented studies and research, publications and other activities under the umbrella of the continental body AFSTRAG.
